A law strengthening urban planning in Chile has been published

The law establishes new legal references that must be considered by both municipalities and the sectoral bodies involved.

On September 3, 2025, Law No. 21,763 was published in the Official Gazette, introducing amendments to the General Law on Urban Planning and Construction (LGUC) aimed at improving territorial planning, strengthening the safety and accessibility of public spaces, and establishing new standards for urban development.

Main amendments introduced:

  • Safety and accessibility requirements in urban planning: planning instruments must expressly consider public spaces that ensure universal accessibility and adequate safety conditions for the community.
  • Urban design criteria: minimum design parameters are established that must consider people’s needs, with special emphasis on circumstances that may affect them throughout their lives, particularly in terms of their gender, age, or disability status.

Law No. 21,763 constitutes a significant amendment to the General Law on Urban Planning and Construction, as it broadens the scope of urban planning, establishing new legal references that must be considered by both municipalities and the sectoral bodies involved.

By incorporating criteria that address visibility, situational prevention, and universal accessibility, the law can influence the way public policies consider the end user, promoting a more cohesive and functional city.

Although its implementation will require institutional coordination and local regulatory adaptation, this law redefines certain standards of what is expected of urban planning in Chile.
